Berkeley is host to more than 2,500 visitors from other universities, colleges, research laboratories, and government agencies who conduct research using University facilities. The Visiting Researcher Scholar and Postdoc Affairs (VSPA) Program was established to accommodate scholars with a Ph.D. or equivalent degree to pursue their research and professional interests on the Berkeley campus.
The VSPA Program has six decentralized authorizing units: College of Chemistry, College of Engineering, College of Letters and Science, College of Natural Resources, and International and Area Studies. All other campus units are under the auspice of the central VSPA Program Office.

Involves analytical assistance on a variety of policies, projects, programs and issues in support of a function, program and or organizational unit, or in research of new or changing systems and programs. Involves management of services that include career and professional development programming, budget control oversight, IT systems, physical facilities, and supervision of VSPA Program services. Assists in policy and program planning, development and administration; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services regarding general management to department administrators.
Program Planning and Administration:
Applies professional concepts to perform analysis of data and systems pertaining to moderately complex projects, policies and/or processes and functions.
The primary responsibility of this position is to provide opportunities for postdocs to identify and acquire non-scientific skills needed for career progression. This position is responsible for programming that supports personal and professional development.
This position works closely with the VSPA director to select and finalize the content of VSPA career and professional development programs. In addition, this position is responsible for program implementation which requires regular meetings with planning committees. Duties include coordination of speakers, vendors, and campus service providers. Program implementation may include website management, event planning and promotion and the development of program brochures.

This position is also responsible for researching innovative programming opportunities and makes recommendations to the VSPA director.
Interfaces and collaborates with VSPA Program sponsored groups to ensure smooth and successful programming.
Using a qualitative survey tool, gathers and assembles analytical data on VSPA programs. Makes recommendations to director on the enhancement or improvement of future programs.
Disseminates results of evaluations to VSPA Program management, workshop and special event speakers as well as to co-organizers so as to ensure quality of programming and service delivery.

Using subject matter knowledge, collects and prepares information for use in discussions, meetings of high level management and external constituents. Involves overseeing the collection of demographic data on postdocs, visiting scholars and visiting student researchers. Also collects and analyzes data for outside agencies including the National Postdoctoral Association, National Institutes of Health, National Science Foundation, Versatile PhD, Passport Career, etc.
Manage campus database programmers to develop and improve data tracking tools for the VSPA Program.
Policy Administration and Oversight:
On a project basis, performs analytical studies on a variety of policies, programs and issues.
With the help of VSPA staff, reviews more than 4,000 affiliate applications of initial appointments and re-appointments per year. This position ensures that appointments adhere to Berkeley campus, UC-wide, and outside agency policies governing the research endeavor.
Approves exceptions to VSPA policy for visiting scholar and visiting student researcher appointments following a defined set of guidelines. This position is responsible for alerting the director to exceptions that fall outside the defined set of guidelines.
Oversees the internal audit of all VSPA affiliate applications to ensure campus administrators have completed applications within defined policy. Manages an internal audit of the payment of the required University Services Fee assessed to visiting scholars.
Responsible for the overall fiscal management of the VSPA Program by developing overall budget for the VSPA Program as well as individual budgets for sponsored programming.
Projects, plans and tracks the VSPA Program budget which is in excess of $900K per year.
Reviews and approves expenses submitted through the campus BearBuy and Berkeley Financial Systems. Also oversees the VSPA income process generated from the University Services Fee via an online credit card payment system or via an Interdepartmental Order form. Also oversees payments made by intercampus fund transfers as well donations paid by VSPA Program sponsors.
Tracks income and expenses using in-house and campus financial systems, e.g.,BAIRS, BFS, Enterprise Data Warehouse.
Generates financial reports and executive summaries for the director of the VSPA Program.
