Denver Water’s Operation and Maintenance Division is currently seeking a qualified candidate to assist us as a Laboratory Manager overseeing the operation of the Denver Water laboratory. Leads the development and implementation of water quality monitoring programs. Directs the laboratory quality assurance and quality control program to ensure timeliness and quality of analytical results and ensures the CDPHE standards for laboratory certification are maintained. Builds and maintains good working relationships with staff, other Denver Water employees and represents Denver Water to other public/private sector organizations. The successful candidate will be enthusiastic, have a strong desire and a passion for assisting Denver Water to become the “best water utility in the nation”.
The successful candidate will be able to perform the following duties:
- Exercises full supervision over assigned personnel as a significant part of the duties.
- Ensures day-to-day functioning of the Water Quality Laboratory, working with staff to develop goals, objectives, policies and priorities that align with Denver Water’s Strategic Plan. Coordinates with staff to establish schedules and methods for water quality laboratory activities.
- Assist with water quality emergency response activities and may act as the Section’s EOC representative as directed or needed.
- Leads collaboration with other Water Quality work groups to ensure all functions of water quality monitoring and testing meet Section requirements and goals. Assist the program teams to develop, plan, and manage programs to evaluate and ensure water quality in the watershed, treatment, and distribution systems. Recommends improvements and modifications and prepare various reports on operations and activities. Prepares special or recurring reports and technical studies.
- Prepares and administers laboratory budget, including the preparation of cost estimates for budget recommendations and ROIs, justifications for staff, environmental programs, research participation, supplies and equipment, and contract services. Assist in preparation of the overall Water Quality/Water Treatment section budget. Reviews and evaluates water quality laboratory needs and requirements including new equipment, techniques/procedures, and staffing.
- Interprets complex water quality regulatory requirements and develops and maintains up-to-date procedures for compliance. Oversees the preparation and submittal of compliance reports and water quality reports to various local, State and Federal agencies. Develops, prepares and disseminates information and provides assistance and expertise to the public and policy makers concerning water quality. Represents Denver Water to outside agencies on regulatory issues.
- Assist with career and professional development by coordinating staff training and collaboration within the section and within the industry. Encourages an environment of collaboration and cooperation through inspirational leadership with the employees. Promotes cross-divisional projects.
- Responsible for all elements of the quality assurance and quality control program. Oversees the development and implementation of the program. Leads LIMs functionality development to meet laboratory needs.
- Serves as liaison to universities and other research institutions. Recommends and engages in research projects relevant to Denver Water and industry.
- Performs related duties as assigned.
Qualifications for the appointment:
- Extensive knowledge of laboratory methods and operations.
- Extensive knowledge of current and developing techniques, equipment, and standards relating to analyses and treatment of contaminants in water intended for human consumption.
- Extensive knowledge of State and Federal regulations and experience working with regulatory agencies.
- Extensive knowledge of laboratory QA/QC programs and associated certification programs.
- Knowledge of watershed protection programs.
- Knowledge of water treatment processes.
- Knowledge of principles and practices of safety management.
- Knowledge of principles of budget preparation and monitoring.
- Ability to organize, coordinate and supervise the work of laboratory staff.
- Strong project management and organizational skills.
- Excellent communication skills; effectively communicate both orally and in writing.
- Ability to prepare technical reports for management.
- Ability to maintain effective working relationships with employees, the public and other private and public sector organizations.
Education Requirements: Graduation from a four-year accredited college or university with a major in biology, chemistry, environmental engineering, or related field. Advanced degree in these fields preferred.
Experience Requirements: A minimum of six years laboratory experience, including a minimum of three years in a professional position with supervision over professional level personnel. Supervision of 10 plus employees preferred. Experience with quality assurances programs for laboratory accreditation such as Environmental Laboratory Accreditation Program (ELAP), National Environmental Laboratory Accreditation Program (NELAP) or ISO 9000 preferred. Grant writing preferred.
Other Requirements: Must obtain an ICS 100, 200, 300, 400, 700, and 800 certificates within two years from the date of appointment. Must possess and maintain a valid Class ‘C’ or Class ‘R’ driver’s license, and have a satisfactory driving record at the time of appointment.
