California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of over 12,500 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. Conditions of Employment:

 

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

 

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

 

Position Information:

This is a full-time, permanent (probationary) position.

 

Special Working Conditions:

The CHO will be listed as a 24/7 emergency contact for chemical hygiene incidents on campus such as chemical spills.  The CHO may be contacted during off-hours as needed to address specific issues.

 

Department: Environmental Health and Occupational Safety

 

The Office of Environmental Health and Safety is responsible for mitigating and managing risk to the campus; ensuring a safe workplace and healthy environment for all faculty, students and staff and ensuring business continuity in the event of a disaster for those functions that are essential to achieving the mission of the university.

 

Major Job Duties:

Under the general direction of the Director of Environmental Health and Safety, the Chemical Hygiene Officer (CHO) will provide program leadership of three critical areas; 1) participate with all levels of the campus organization to develop and implement appropriate chemical hygiene policies and practices; 2) assess, formulate and evaluate the campus Chemical Hygiene Program and ensure compliance with University policies and federal, state and local regulations pertaining to chemical management and chemical hygiene on campus, including Title 8 California Code of Regulations Section 5191, and 3) provide subject matter expertise in chemical hygiene and environmental health and safety (EHS) to educate and protect faculty, staff, and students and protect the environment.

 

Qualifications:

Required Knowledge, Skills, and Abilities:

The candidate must possess the following knowledge, skills, and abilities:

-Knowledge of Title 8 California Code of Regulations Section 5191 and other applicable federal and state regulations

- Understand the fundamentals and principles of both chemistry and EHS and communicate on critical technical and administrative topics with all levels of the campus organization.

- Ability to maintain good relationships throughout the campus and support others to fulfill critical roles and responsibilities of various EHS programs

Knowledge of the higher education environment and applicable EHS regulatory requirements.

- Ability to lead, develop processes, and organize the Chemical Hygiene Program.

- Knowledge and ability to develop written EHS programs and trainings in areas such as chemical hygiene, laboratory safety, hazardous waste management, injury and illness prevention, industrial hygiene, hazard communication, hazardous waste management, spill prevention, emergency response, hazard assessment, incident investigation, laser safety, and radiation safety.

- Ability to develop inspection protocols and perform inspections.

- Skill to effectively perform trainings and speak in group situations.

- Ability to organize, track, and leverage electronic data to track and communicate EHS performance.

- Skill to engage with others and work collaboratively within a diverse, multicultural environment to make a positive impact on EHS performance and safety culture.

- Ability to function independently and determine daily work priorities.

- Knowledge of principles of risk and hazard.

- Ability to work and provide lead direction to contractors and consultants.

- Ability to represent the campus with regulatory agencies.

- Ability to assess EHS compliance and evaluate program needs.

- Ability to solve technical problems and provide technical guidance.

 

Certification: Certified Industrial Hygienist (CIH), Certified Safety Profession (CSP), and/or Certified Hazardous Materials Manager (CHMM).

 

Experience and Education:

Required Education:

Bachelor's degree in chemistry, environmental occupational health, or related science with coursework in chemistry.  Master's degree in the same preferred.

 

Required Experience:

Minimum of four years of experience in Environmental Health and Safety with experience in chemical hygiene involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. An understanding of fundamental chemistry and EHS is required.

 

Five to eight years of experience in EHS and chemical hygiene is preferred.  Past experience serving as a CHO and running a Chemical Hygiene Program is highly desirable.

 

Salary Range:

The salary range for this classification is: $4,693 - $8,242 monthly.
