CHIEF, Materials Measurement Science Division, Material Measurement Laboratory, National Institute of Standards and Technology – Must be a U.S. Citizen.  Must be able to attain a Top Secret/Sensitive Security Clearance.

The Material Measurement Laboratory of the National Institute of Standards and Technology (NIST) anticipates the need for a Division Chief of its Materials Measurement Science Division (https://www.nist.gov/mml/materials-measurement-science-division). 

The Material Measurement Science Division (MMSD) develops and applies world class materials characterization techniques to address a broad range of issues important to the Nation.  The MMSD has nearly 100 federal scientific and engineering staff and over 50 domestic and international associates.   Its technical staff mainly consist of PhD-level researchers including materials scientists, chemists, chemical engineers, and physicists.   The division’s multidisciplinary activities provide the measurement science, data, standards, and technology required to support the Nation’s need to characterize and develop materials of importance to manufacturing, energy, sustainability, forensics and national security.  This work builds confidence in measurements needed to advance knowledge and foster innovation in the broad range of manufacturing, technology and government sectors that rely upon advanced materials and chemical analyses.  The principal duties for the division are on the Gaithersburg, MD campus of NIST.

Candidates should have extensive experience in research related to materials or chemistry and in managing a multidisciplinary scientific and technical workforce.   Candidates should have an advanced degree in the physical sciences with a demonstrated specialization in the materials sciences, chemical sciences, materials characterization or related engineering disciplines, in accordance with OPM qualification standards.   Interested candidates must be a U.S. Citizen and must be able to attain a Top Secret/Sensitive Security Clearance.  Interested parties should submit a Curriculum Vitae or a Resume and a list of potential references by July 1, 2019 to Teresa Cronise, 100 Bureau Drive MS 8300, Gaithersburg, MD 20899-8300 or by email (preferred) to teresa.cronise@nist.gov.  Questions about this position can be sent to Eric Lin, Director of the Material Measurement Laboratory (eric.lin@nist.gov)

The submitted Curriculum Vitae (CV) or a resume, the must provide information sufficient to clearly articulate their leadership and management capabilities and experience.  Demonstrated leadership and management experience should include substantial leading roles in a scientific research organization with the size and technical breadth of MMSD and experience in managing budgets with diverse funding sources.  In addition, the CV or Resume must provide clear evidence of highly creative, outstanding research that has led or can lead to major advances in the discipline or field of science involved, or to major advances in science or technology in general, can be rated under this provision for highly demanding research positions requiring similar abilities, or show at least 1-year equivalent at the GS-14 level.  Demonstrated research experience should include a list of publications, talks and presentations covering at least the past 5 years.   A separate cover letter can be used to supplement the information contained in the CV or Resume. 

The identified candidate will be hired as a ZP-V (GS-15) equivalent.  Depending on the identified candidate’s professional background, they will be hired as a Supervisory Physical Scientist, ZP-1301, Grade-V or in a related discipline.  The position when available will be posted at (http://www.usajobs.gov).  The salary range for the position is $137,849 - $166,500 per annum.  The National Institute of Standards and Technology of the Department of Commerce is an Equal Opportunity Employer.
