THE POSITION:  The Center for Scientific Review (CSR) is seeking a Director for its Division of Basic and Integrative Biological Sciences (DBIB). This individual will report directly to the CSR Director and provide scientific leadership for the Division, which handles reviews covering biophysics, biochemistry, chemistry, genetics, basic bioengineering, basic oncology, and development and cell biology. The Director of DBIB is a member of CSR’s senior management, advises the Director of CSR and other NIH officials on scientific issues relevant to the Division and its mission, and represents CSR within and outside of NIH. You would lead approximately 50 Scientific Review Officers (SROs) and the review activities of 60 study sections and special emphasis panels in six Integrated Review Groups (IRGs).  The Director supervises IRG Chiefs managing a broad range of human resources issues, recruiting and mentoring a diverse workforce, ensuring that peer review principles and practices are applied in a consistent manner across the Division, and overseeing management of the Division’s budget.

The DBIB Director, plays a key role in developing plans and providing direction as the peer review process evolves and NIH works to maintain and enhance it. This individual also:1) participates in strategic planning activities for achieving CSR’s scientific and management goals; 2) helps establish policy, principles and practices related to referral and review; and 3) directly implements program and management changes by establishing priorities, coordinating activities, and tracking and reporting progress.  Additional information on CSR is available on our Web site: www.csr.nih.gov.

QUALIFICATIONS REQUIRED: Applicants must possess a Ph.D., M.D. or equivalent degree, as well as senior-level research experience in one or more of the following scientific areas: biophysics, biochemistry, chemistry, genetics, basic bioengineering, basic oncology, and development and cell biology.  Candidates should be outstanding communicators, known and respected within their professions as distinguished individuals with recognized competence, and have supervisory, management, and mentoring experience, including experience representing an organization with integrity and diplomacy.  Visionary leadership characteristics are crucial to attract and nurture outstanding professional staff to best serve the nation’s biomedical scientific mission at the NIH. Applicants should also demonstrate the ability to think strategically, work collaboratively, and use a consultative approach to problem solving and decision making. Strong experience in the principles of peer review and peer review policy, at the NIH or an equivalent organization, is preferred. 

SALARY/BENEFITS: Salary is commensurate with qualifications and experience. Full Federal benefits

This position is subject to ethics statutes and regulations governing the activities of Federal employees.  The incumbent in this position will be required to complete public financial disclosure reports and is subject to a background investigation.
