The National Center for Advancing Translational Sciences (NCATS), a major research component of the National Institutes of Health (NIH) is seeking applications from exceptional scientists to serve as a Project Manager for late-stage preclinical development projects involving chemistry, manufacturing and controls (CMC), formulation and drug manufacturing, and toxicology and safety pharmacology studies, within the Therapeutic Development Branch (TDB) of its Division of Preclinical Innovation.

The TDB partners with collaborators (academic institutions, foundations, and private industry) to implement preclinical development studies leading to investigational New Drug (IND) applications for new therapeutics. These projects play a leading role in the NCATS mission to develop new ways to reduce, remove or bypass bottlenecks across the entire continuum of translational science, and to address rare and neglected diseases. Project managers are critical to the success of TDB as they are the primary coordinators for project activities that cover all aspects of the preclinical development pipeline for a wide range of therapeutic entities (small molecules, biologics, gene and cell therapies, and devices).

Core Responsibilities

The incumbent will work collaboratively with team members to evaluate, develop, and implement assigned projects. Specific duties include monitoring and directing project development and implementation, tracking relevant performance measures, reviewing relevant documents and reports, identifying problems, and proposing corrective solutions and coordinating with contractors and vendors.

Additionally, the incumbent will contribute to the production of Research Collaborative Agreements (RCAs), Cooperative Research and Development Agreements (CRADAs) as well as project plans, team meeting agendas, minutes, background papers, and other reports. Training and experience in Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) and/or certification at the COR II level or above will be considered a plus.

The incumbent is required to possess excellent interpersonal skills, including the ability to clearly and succinctly communicate in a timely manner and a proven ability to foster important relationships with collaborators and key stakeholders. He or she must maintain the integrity and accuracy of project information to meet team management and portfolio requirements, utilizing project management software such as Microsoft Teams. The incumbent also is required to speak and write clearly and effectively and to work collaboratively with colleagues to achieve the project, team, and organizational goals.

Qualifications

Applicants must hold a doctoral degree (M.D., Ph.D., or equivalent) in a relevant field and be familiar with and have direct experience in all aspects of pharmaceutics (CMC, and drug formulation and manufacturing) that support preclinical studies leading to IND filing with the U.S. Food and Drug Administration.
