Distinguishing Features of Work

This is responsible professional and supervisory work providing administrative and technical direction of water treatment plant laboratory.  Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

Examples of Work Performed

  • Maintains Lab Certifications by KDHE, NELAC
  • Directs testing procedures to maintain approved water quality.     
  • Coordinating with plant operations and maintenance.     
  • Coordinating with Distribution Division with regard to water quality.   
  • Directs, trains and supervises laboratory staff.    
  • Establishes procedures for laboratory activities.  
  • Provides quality control and evaluation of all test procedures.    
  • Statistically evaluates laboratory utilization and testing.  
  • Conducts research and provides consultative services as needed.      
  • Reviews and recommends additions or changes in personnel, facilities, equipment, and materials.     
  • Maintains reference and resource materials.   
  • Implements safety regulations and assures conformance.      
  • Assures compliance with state and federal regulatory requirements.   
  • Develops specifications for and assists in the procurement of treatment chemical supplies. 
  • Responds to water quality problems, and directs appropriate corrective actions working with Operations Manager.       
  • Completion of work assignments may require the operation of a vehicle.  
  • Supervises Bacteriologist, Chemists and Lab Techs.

Requirements of Work

  • Thorough knowledge of the principles and practices of operating a laboratory
  • Thorough knowledge of water quality and environmental standards regulations    
  • Thorough knowledge of biology, bacteriology and chemistry  
  • Thorough knowledge of laboratory methods, equipment and supervision 
  • Knowledge of statistical analysis  
  • Ability to use a computer to access, interpret and record information 
  • Ability to read and comprehend complex environmental regulations and scientific studies 
  • Ability to understand and interpret water quality and environmental data    
  • Ability to analyze impacts of regulatory requirements on the operation   
  • Ability to plan, organize and supervise the work of others performing detailed work 
  • Ability to distinguish colors accurately. 
  • Ability to develop and maintain effective working relationships with associates, employees of other Departments, and representatives of other organizations. 
  • Ability to communicate clearly and effectively, both orally and in writing.  
  • May require ability to acquire and maintain a valid Kansas driver's license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.

Required Experience and Training

Graduation from a four-year college with a bachelor's degree in laboratory science, environmental science, or a closely related field, plus at least three years of experience in a supervisory role in a laboratory, treatment plant, or other closely related setting. Master's degree preferred. An equivalent combination of education, experience and training may be considered. Kansas Class IV Surface Water Supply System Operator Certification preferred. Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check.
