SUMMARY:
The Manager of Laboratory Services manages the Company’s state certified Water Quality Laboratory, this includes managing and directing day-to-day on-site laboratory operations of microbiology, inorganic and organic chemistry sections, Quality Assurance program, and a Laboratory Information Management System (LIMS). This position works closely with management and field operational staff overseeing drinking water compliance of systems throughout the state of California. Additional responsibilities include training, coordinating and assisting with regulatory compliance sampling programs; providing ongoing technical support and assistance as needed to staff overseeing treatment and distribution systems. This position is located at our Customer Support Services Office in San Jose, California.
- Manages a technical and administrative staff which includes prioritizing and assigning work, conducting performance reviews, and overseeing the development of staff
- Implements and monitors Company-wide sample-monitoring schedule to ensure compliance with all state and federal regulatory requirements
- Manages the Laboratory Information Management System (LIMS), including recommending upgrades to the existing system, creating reports, providing user training, and ensuring regulatory compliance
- Directs laboratory quality control and quality assurance practices to ensure compliance with the Environmental Laboratory Accreditation Program (ELAP) requirements
- Reviews, approves, and directs the submittal of the Company’s 70-plus water systems’ monthly regulatory compliance reports to state, federal, and other regulatory agencies
- Prepares special reports and hosts presentations for senior and operations management
- Participates in the annual operating and capital budget planning processes for the laboratory
- Manages laboratory services contracts with outside agencies to ensure regulatory compliance for all operating locations
- Coordinates and implements the Federal Unregulated Contaminant Monitoring Rule (UCMR) projects
- Manages the Company wide sampler training program. Develops and updates training materials and oversees the certificate program for company staff. Conducts training at all Cal Water sites and administers the sampler training exam.
- Collaborates with various departments to ensure laboratory best practices are evaluated and implemented across the Company
- Manages the logistics of sample transport for the Company
- Manages and coordinates analytical instrument maintenance contracts and procurement of other laboratory
- services and supplies.
- Manages the laboratory safety program to ensure compliance with Occupational Safety and Health Administration (OHSA) requirements for safe working conditions
- Participates in and supports the Company’s Continuous Improvement program and projects
- Performs other similar duties as assigned
- Bachelor’s degree in Chemistry, Biochemistry, Chemical Engineering, Biology, or related field and/or equivalent relevant experience
- Two years of increasingly responsible experience in a management role
- Five years of experience working in an analytical laboratory with a primary focus in water quality
- California Laboratory Analyst Certification Grade II
- Proficient in the use of Microsoft Office applications
- Valid California Driver License
- Knowledge of supervisory principles, practices, and techniques
- Knowledge of state and federal water quality laboratory regulations
- Knowledge and ability to use a Laboratory Information Management System (LIMS)
- Knowledge of Environmental Protection Agency (EPA) methodology used in drinking water testing
- Knowledge and ability to use Microsoft Office applications to create spreadsheets, presentations, and Word documents
- Technical knowledge and ability to assist scientists with their routine work and implementation of new standards or methods
- Knowledge and experience using Electronic Data Transmittal (EDT) to the California’s Division of Drinking Water (DDW)
- Knowledge of Drinking Water Quality (DWQ) and Safe Drinking Water Act (SDWA) regulations
- Ability to coordinate and implement the Federal Unregulated Contaminant Monitoring Rule (UCMR) projects
- Ability to maintain cooperative working relationships with those encountered in the course of conducting business
- Ability to effectively communicate; both verbally and in writing, with all levels of employees and management
